Clinical Supervisor / Mental Health Professional

ESSENTIAL DUTIES AND RESPONSIBILITIES:

A.)   Administration / Management

  1. Assure that the quality of clinical services is maintained through individual and group supervision.
  2. Assure that performance reviews are completed annually for staff under direct supervision, including establishing specific, individual professional development goals.
  3. Insure that clinical records are accurate, current, and meet Medical Assistance standards and DHS licensing regulations
  4. Review all reports of suspected abuse or neglect of vulnerable adults or minors and assure that appropriate actions are taken..Inform Treatment Director if reports involve alleged maltreatment by staff, students, or volunteers.
  5. Assure that a quality improvement program is implemented.
  1. Review all incident reports. Consider actions to be taken and implement changes to avoid similar incidents in the future.
  2. Inform the Treatment Director and Executive Director in a timely manner of all relevant political, financial, clinical, and liability issues and make recommendations for any changes in procedures.
  3. Insure the building and property is clean and well maintained.
  4. Develop and revise program policies and procedures.
  5. Participate in internal and external committees and management team meetings.

B.)   Clinical Services

  1. Provide the following services to clients or the public:

a. Information and referral to clients and community resources.

b.Intake interviews and admission paperwork.

c. Crisis intervention.

2.     Coordinate admissions and discharges of clients.

  1. Develop and implement family education services.
  2. Consult with clients, case manager, Treatment Director, Office Manager, or Financial Director when clinical concerns interface with a client's inability to pay for services.
  3. Provide consultation and support to staff as needed including being available for staff to debrief about difficult situations. 
  4. Provide back-up clinical care to clients when assigned staff are unavailable.
  5. Facilitate resident council meetings and group education or counseling with clients.
  6. Share a regular rotation providing after hours on-call supervision of organization wide clinical services.

C.)   Consultation and Education

  1. Provide consultation about clinical and administrative issues to other resources as requested.
  2. Provide educational training and information to the families and friends of clients and to the general public as needed.
  3. Provide leadership about in-service training offered to staff, assuring that is meets licensure standards and clinical needs.

D.)   Planning and Community Organizing

  1. Use good judgment and maintain effective boundaries when sharing information about company with county staff, other providers, and members of the community.
  2. Attend various community meetings and report relevant information to the Treatment Director. 
  3. Participate in and actively support community advisory committees.
  4. Participate in community needs assessments. Implement and maintain a variety of procedures to evaluate programs and services.
  5. Be available to offer leadership and cooperation to consumers and community providers in the development of cost effective services.

SUPERVISION: Reports to the Treatment Director

SUPERVISORY RESPONSIBILITIES:

Oversees day-to-day clinical operations of company. Responsible for sharing rotation of on-call supervisor for all programs.

QUALIFICATION REQUIREMENTS:To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

A.)   Must meet the qualifications of a mental health professional, meaning a person providing clinical

           services in the treatment of mental illness that is qualified in at least one of the following ways:

1.       In psychiatric nursing: a registered nurse who is licensed under sections 148.171 to 148.285, and who is certified as a clinical specialist in adult psychiatric and mental health nursing by a national nurse certification organization or who has a master's degree in nursing or one of the behavioral sciences or related fields from an accredited college or university or its equivalent, with at least 4,000 hours of post-master's supervised experience in the delivery of clinical services in the                 treatment of mental illness;

2.       In clinical social work: a person licensed as an independent clinical social worker under section 148B.21, subdivision 6, or a person with a master's degree in social work from an accredited college or university, with at least 4,000 hours of post-master's supervised experience in the delivery of clinical services in the treatment of mental illness;

3.       In psychology: an individual licensed by the board of psychology under sections 148.88 to 148.98 who has stated to the board of psychology competencies in the diagnosis and treatment of mental illness;

4.       In marriage and family therapy: the mental health professional must be a marriage and family therapist licensed under sections 148B.29 to 148B.39 with at least two years of post-master's supervised experience in the delivery of clinical services in the treatment of mental illness; or

5.       In allied fields: a person with a master's degree from an accredited college or university in one of the behavioral sciences or related fields, with at least 4,000 hours of post-master's supervised experience in the delivery of clinical services in the treatment of mental illness and holds a current and valid national certification as a certified rehabilitation counselor or certified psychosocial rehabilitation practitioner.

B.)  Requires 4,000 hours of post Masters experience in a multi-disciplinary mental health setting including at least two

      years experience in clinical supervision and/or administration.

C.) Management experience and leadership ability.

D.) Demonstrated ability in establishing and meeting priorities and goals.

LANGUAGE SKILLS:

Ability to read and comprehend instructions, short correspondence, memos, business correspondence and all other mental health related documents.  Ability to write clear, concise and accurate correspondence.   Capable of establishing positive interpersonal relationships with a broad range of people.  Effective oral and written communication skills.

MATHEMATICAL SKILLS:

College level mathematical skills required.

REASONING ABILITY:   

Ability to solve complex problems and deal with a variety of concrete variables in situations where only limited standardization exists.  Ability to interpret a variety of instructions furnished in written, oral, or diagram form.  Demonstrated skill with problem solving techniques.

OTHER SKILLS REQUIRED:

Ability to operate computer, printer, copy and fax machines, calculator, and other office equipment.

CERTIFICATES, LICENSES, REGISTRATIONS:

Valid MN license as LICSW, LP, or LMFT.  Valid Driver's License and proof of insurance meeting agency standards required.

PHYSICAL DEMANDS:

While performing the duties of the job, the employee is regularly required to sit, stand, move up and down stairways, talk and hear, drive to and from community appointments.

The employee must regularly lift and/or move up to ten pounds and occasionally lift and/or move up to twenty pounds. Specific vision abilities required by this job include close vision, distance vision, and peripheral vision.

MENTAL DEMANDS:

Ability to solve practical problems and deal with a variety of concrete variables in situations where standardization may or may not exist.  Ability to reason effectively and interpret a variety of instructions furnished in written, oral or diagram form.

This position requires the individual to work with minimal supervision.  Guidance is available as necessary, however, the individual is expected to be able to function autonomously and make individual decisions when appropriate. Position does require ability to interact with a variety of individuals and the ability to meet deadlines and time pressure based on the volume of work.
